JOHN HOULIHAN

 

John is an entrepreneurial attorney with a unique blend of over 30 years’ experience in environmental, commercial real estate, land use, and general business law, litigation and counseling. He serves as general counsel to several Seattle real estate holding companies and provides all of the firm's clients with a broad range of services. His role encompasses strategic counseling, litigation, purchase / sales, financing and land use.

His environmental law experience is focused on all aspects of contaminated real property including compliance, investigation / remediation, cost recovery and insurance coverage.

John is a graduate of Knox College and IIT-Chicago Kent College of Law. He is licensed in Washington, Illinois and California.

JT COOKE

​JT's practice is focused on land use and   environmental law including the full range of project entitlement services. He develops and implements effective permitting strategies and represents clients before local government bodies, administrative hearing officers and boards and state courts. JT has represented numerous clients in appeals under the Land Use Petition Act (LUPA) and the Administrative Procedures Act (APA).

He also counsels clients on compliance with the National and State Environmental Policy Act (NEPA/SEPA), the Growth Management Act (GMA), the Shoreline Management Act (SMA) and the Clean Water Act (CWA).

JT is 2004 magna cum laude graduate of the Vermont Law School where he was editor of the Vermont Law Review.  He is licensed in Washington.

ANDREW ZABEL

 

Andy joined Houlihan Law as its first associate in 2010. His practice is currently focused on large CERCLA clean-up and allocation proceedings, MTCA cases, real estate litigation and transactions. 

Prior to attending the University of Pittsburgh's Law School, Andy worked at URS Corporation conducting environmental investigation and remediation. He was the editor in chief of the Pittsburgh Journal of Environmental and Public Health Law.  His solid technical experience brings a unique viewpoint to his work for our clients. Andy is currently licensed in Washington.
